
Neomat, which stands for ‘New Materials’, aims to support the development of a new industrial sector, upstream and downstream of gigafactories, to create a complete value chain for the battery industry. The Neomat project will result in the deployment of an integrated industrial platform including two factories manufacturing materials for (PCAM and CAM batteries and a recycling plant in the Dunkirk area (Hauts-de-France, France).

Neomat, a Franco-Chinese partnership, unique in the battery industry
Neomat is at the crossroads of the expertise of two Franco-Chinese companies:
- XTC New Energy is one of the world leaders in the battery cathode materials industry from China. With more than 20 years of experience in the sector, the company now operates 13 subsidiaries, 7 production sites, and 2 R&D institutes in China, all dedicated to new energy materials. The company aims to become a major international player in the field of materials for the energy transition, thereby contributing to global carbon neutrality goals. Its products cover a complet range of materials designed for new mobility solutions and the electrification of uses, including civil digital applications (computer, smartphones, drones. etc.), the EV market, and energy storage.
- Orano is a French industrial group and a world leader in the nuclear fuel cycle. The group provides solutions to current and future challenges in energy andhealthcare. Its expertise and mastery of cut-ting-edge technologiesenable Orano to offer its customers highvalue-added products and services across the entire fuel cycle. XTC New Energy and Orano seek to support their clients — the gigafactories — as closely as possible to their key markets, in Europe and, in the longer term, in North America.
In December 2024, our two companies created two joint ventures within the Neomat project, which seals our commitment to combining our expertise and know-how to develop an integrated and effi-cient industrial platform in Dunkirk, France.
The joint ventures, named Neomat CAM and Neomat PCAM, are responsible for the construction of two factories, one for the manufacture of cathode active materials (Neomat CAM), and one for the production of cathode active material precursors (Neomat PCAM), which will be built on a 50-hectare site in the municipalities of Gravelines and Loon-Plage. To complete the electric vehicle battery value chain, Orano also plans to build a recycling plant for production scraps and end-of-life batteries on the same site.
